Actually visited Columbia Association's office that issues Dog Park tags for my dogs. Always good service here.
It's an awkward process that is triple embedded with multiple visits around Howard County. You have to get new copies of any expired rabies certificates from your vet. Take those to Howard County Licensing Department in Ellicott City which closes at 3 PM to renew each dog's license. I have 2 dogs, and asked to renew them for 2 years. I was denied because I have to wait for a year when a 2 year licences with be valid for both dogs simultaneously because the rabies shots won't be expired. Then trek back to Columbia to hit the Dog Park office with both rabies Certificates and both HoCo Renewed Dog Licenses. This year it only took me 2 hours.
They try to advise doing this online which would take days. Last year, earlier in Covid-19 HoCo Government offices were shut, so that caused me a long delay.
They need a 1 step process where you show up at HoCo Government Offices where they should issue the Licenses and the ability to take payment and issue the Columbia Dog Park Tags.
We owned a dog in Chicago. You get your dog's vaccinations and a license and go to any Dig Park you want. If I want to go to a HoCo Dog Park that's a whole different thing.

Catch them on a bad day and they will treat you like garbage.
