Quick and can't beat the price: free admission
Close to the Tokyo station and can get photos of both the building and the trains but without lots of people in front of your camera.
国会議事堂も眺められるのでいいスポットだと思います！ソファーも置いてあるのでそこで休憩できます。
Museum quality is better than I thoght. Museum is located at 2F,3F and baby car is available.

ガラス越し目線のビルが多いし、夜景はとくに綺麗とは思いませんでした。展望台！って張り切って行く必要は無いかと。

Free rooftop garden with gorgeous views of Tokyo station. Views at sunset were stunning, was not crowded at all. Restaurants just inside are super tasty.

The "KITTE Garden" is open free for entre to level 6F observatory deck from Monday to Saturday, from 10:00 AM to 9:00 PM, and on Sundays and holidays from 10:00 AM to 8:00 PM (on the day before holidays until 9:00 PM).
The Japan Postal Service's skyscraper, the "JP Tower," was constructed in March 2013 on the former site of the Tokyo Central Post Office. Located inside the JP Tower is a commercial establishment called "KITTE," which features a rooftop garden known as the "KITTE Garden." Until 9 PM, visitors can relish a breathtaking view of the stunningly illuminated red-brick Tokyo Station building. With its enchanting ambient lighting, the rooftop garden is a perfect romantic rendezvous spot.

Definitely must come for free view over tokyo city and part of the imperial palace garden. Good place to keep away from rain and cold during winter. If the wether is good maybe can have a sunset view here . Plenty of restaurant here at level 35 floor. From here can see the marunouchi street lighting . But during winter att the tree without leaves, but atleast still have led light to see. Overall is a good experience. We are here waiting for the sun to set.

A cute little terrace/ observation deck on top of the KITTE shopping building across Tokyo Station. Take the elevator or escalator to the 6th floor. It is right outside the restaurants.
There are some benches and a cool, lit-up seating area. Romantic place to go for couples at night, and very entertaining place to take kids if they like trains.
You can watch trains come in and out of Tokyo Station and enjoy a hot drink on colder days from a cafe inside KITTE shopping Center.

An interesting side view of Tokyo station surrounded by skyscrapers, and there's some benches should you want to sit and just take in the view.
excellent view for a free place
I've searched all around Tokyo station for good train views and this is the best I've found. Just head up to the 6th floor and there is a large open deck with great views.
