Best place ever for a beautiful walk and nice scenery when the weather is beautiful

If it wasn't a plate with description, I wouldn't noticed this tiny memorial. It's just two small concrete vertical blocks (I believe as a symbol of twin-towers), and a half of one is of metal (I believe it's the original part of a metal frame).
The plate says "This monument was erected on the tenth Anniversary of September 11, 2001 to remember the victims of this tragic event".
