It's a bridge. It's got tunnely parts you can walk through and avoid dealing with vehicle traffic (though you can also take the street and deal with traffic if you want). It's a nice scenic area, there's pigeons during the day, bats at night. Great spot for photos and appreciating water, biking walking etc. Probably also great if you've got a boat, but I don't so I don't know. :)
