A tiny dish for 17$, not even baked or heated in the oven. The whole idea of a shepherds pie is to friggin
bake it! Preferably using a fork to create indentations to make a better crust.
This was just some minced beef (should be lamb otherwise it's cottage pie) and some mashed potato smeared on top with cheese sprinkled on top. But didn't even attempted to melt it ...
The ingredients were good, not it had no heat...
