Well maintained and clean. The palace is really beautiful with a big garden type area in front. It looks more beautiful at night with all light's decorations. Worth visiting. Though try to buy tickets online in advance, especially during weekends. Try not to go there in summer as it gets really hot inside.
Temple is ok though not that clean. As this temple is really famous all over India so was expecting that kind of feeling too. Beware of shopkeepers that sell Prasad, they are sitting there just to loot everyone, you definitely should ask price of each thing before adding it in you Prasad materials..
Most people don't buy Prasad at all, they'll just get laddoo provided by temple authorities at really low price. (Try to avoid people who will come to you and will tell you to go with them for Prasad)
You can even have VIP paas if you don't want to wait for 2-3 hours in line.
There is lockers for everything to keep, at low price.

I think right now this is a only way without any traffic jam in Patna.
Still in evening you'll find vehicles parked on road, and one complete lane is treated as parking area.
You'll see food stalls on footpath and mainly people come here to spend peaceful time or with friends group.
