Why isn't this converted to a public vehicle road as an alternative to the Malahat? Why is it gatekept by the CRD?

I don't know why this is considered a mixed use path when so many of the hills have such a steep grade. We had to walk our bikes up many of the hills. If you are bikepacking in this area I would avoid this trail.

Seems like it would be a great ride but unfortunately all access past the CRD water building and Waugh Creek Falls is blocked and gated as of March 15, 2021.

Be warned! This is not the Galloping Goose or the Lochside Trail. It's steep and the surface varies greatly from soft sand to some paved roads connecting trail sections together. It's like they chose the route to comply with their TransCanada Trail obligations without carrying whether it was rideable or not. On our out-and-back ride to Shawnigan we came back up a set of switchbacks that my GPS told me were a 20% grade.

10/10, would pee here again. Informative map. Nicest bike rack in Victoria, not a scratch on it. Outhouse is clean. Excellent choice of one-ply paper, both smooth and textured. Full, alcohol free hand sanitizer. Could be because this is 5km from the trailhead up a 250m incline.
