No knowledge about laws...sorry sad to say
They cant release barangay certification immediately. One reason the barangay captain is out at that time and he is the one whose gonna issue the receipt. Another their official receipt was already used up and they will not issue a barangay certificate if they cant release the official receipt as proof of payment together with it.
The barangay hall is okay and kept our surroundings a good place to live
