Be aware that management will NOT be willing or able to address complaints. I moved into this apartment 7 months ago and have tried to be patient and understanding but I am at my wits end. For months now, there has been incessant loud banging from the unit above me. It is at all hours of the day/night and has disrupted both sleep and work. I have tried to speak with the tenants, and while I hear them inside their unit, they either do not answer the door, or they scream profanities at me. I contacted management and sent videos with time stamps of the encounters and they have done nothing about it. I told them I want to terminate the lease because this noise has started to impact my livelihood, they offer no concern and rejected my request to waive early termination fee.

My packages have gotten stolen and I asked for them to provide me the security footage but they told me I have to file a police report and if police ask for the footage then they will provide it. Unfortunately filing with the OPD got me no where. The management here is taking no additional measures to ensure secure package delivery.

Unfortunately I cannot in good conscious recommend living here due to the unwillingness of management to create an environment worth living in.

After a 15 month lease October 2022-Jan 2024, we decided to move on for the following reasons:

1. The building has caught fire twice since we moved in, Dec 2022 and Dec 2023.

2. The garage door was broken every few months.

3. The elevator near our unit was broken regularly.

4. One neighbor lets his dogs roam the hallway unleashed. The dog even got into our unit on the day we moved out.

5. Our downstairs neighbor routinely had loud music on at strange hours. Reports to management did little to change this.

6. Our fridge was broken for a week before it was replaced, and communication about a solution was poor. During its replacement, one of our mirrors (not owned by 4SE) was broken in our hallway. We were told they would follow up to see if they could do anything about it, but nothing happened.

7. We actually expressed intent to renew, several times, via email and via the rentcafe portal in November. We received no follow up communications.

8. The constant pile of trash in the parking garage.

Good afternoon!

After my 1st visit, I wrote a positive review about Brittany Green, the agent who showed me the unit. She was terrific. However, after posting the review, I read the other comments.

I've since sent my questions to the leasing office & to the senior execs @ Greystar. Haven't received any answers yet.

I toured the 7th floor unit again this afternoon with two of my older children. Again, we liked the unit & the property. I spoke with the woman in the leasing office. She told me that Angela, the property manager would call me today (Tuesday, February 20th). As of now, she hasn't contacted me.

Before I proceed, I need answers to these questions in writing:
How long has the garage door been inoperable? What is the estimated time for it to be repaired? [Per the review, it has been out since January & the reviewer's car was both damaged & stolen.]
What is the elevator operating history? i.e., how often have the elevators been out in each building? How long for the repairs?

What is the situation with garbage removal? There are pictures of piles of trash. How often is trash not picked up?

What is the situation with packages? What has changed since December when packages have been stolen?

What is the situation with construction? Where is construction taking place?

How long has Angela been manager? There were complaints about the previous manager.

What changes have been implemented in the past 3-5 months since these reviews were written?

As stated, I am interested in the property. However, in addition to answers to the above questions, as Alexandra wrote, I would need an exit strategy should I encounter either the above issues or other issues during the 1st three months of my occupancy @ 4th Street East.

I look forward to speaking with Angela. Sadly, she has not contacted me.

I honestly wish I can leave 0 stars on this apartment complex.
I have been a resident of fourth street apartments since April 2023. I have never written a google review in my life but due to the gravity of my situation, I would like to inform future residents so they can avoid the shameful mistake I made signing with this apartment complex in April 2023

In the past 9 months I lived here, I have never seen the garage door work for more than 2 weeks. When it stops working, It is down for 3+ weeks because the apartment complex is "at the mercy of their vendors". As I am writing this review, it is Jan 6 2024. The garage has been not functional and left open since the first week of December. This leaves cars parked in the garage open to theft. There is "security" in front of the garage which is meant to inspect cars entering the premises but honestly they are useless. They do not inspect anything and I have often seen the so called security that is meant to be inspecting cars sleeping in front of the garage

During the first 3 months of my residency, my car was burgled. I have attached a picture to my review for reference. This shows the damage that was done to my car WHILE IT WAS IN THE PARKING GARAGE under the surveillance of the "security". This prevented me from using the door handle on the driver side of the car. Anytime I wanted to get into my car, I had to push the drivers side door open through the passenger side. FYI, whoever did this came two nights in a row. The door was somewhat functional after the first attempt but the second attempt is what brought my car to the final state shown in the picture attached. After I brought this up to the leasing office, It was just insincere compassion. I filed a police report but that was just a dead end. Around this time, they also sent an email saying they are "beefing up security" but it was just useless/lackadaisical/lazy individuals that never vet who was entering the garage. I had my neighbor also tell me someone ransacked her car looking for money. She had her money missing from her car

Fast forward to December 2023. I took a trip away from California for the holidays. I parked my car inside the garage, in my appointed parking spot. Doors locked, windows up. I return on the first week of January 2024, and MY CAR WAS STOLEN FROM THE GARAGE (remember I said the garage doors have not worked during the month of December and the security was useless. This proves that). If you are wondering, yes, the same blue car you see attached in the pictures was the one stolen. I was so confused when I discovered it was stolen. Upon reporting it to the leasing office, it was still the same insincere compassion, no action. They have no liability should anything happen to your car, even if they leave the garage open 24/7. The only thing they told me was "sorry, file a police report"

If i could go back in time I would never sign with this place. Since I cannot, I want to help you reading this not to make my foolish mistake of signing a lease with this place. If you need more convincing here are some more supporting points

-Packages delivered to the mailroom are never organized. They can be easily stolen and many residents complain about stolen packages
-Elevators don't work (sometimes)

If you tour the place you may make the mistake of finding the modern, new- build and amenities attractive, but before you fall for all of that and move in, know that -

If you ever plan to street park a car, it WILL get broken into (we’ve had it happen twice in just a few months)

You’ll get your packages stolen frequently so forget having a safe place to get anything delivered, and management will shrug their shoulders as if mail going missing all of the time isn’t a problem

There will be the constant inconvenience of ongoing construction which makes parking and traffic even worse.

If you still need more reasons not to live here
- apartment was not properly cleaned on day of move in
- building is always stuffy and smelly, often cigarettes smoke in hallways?
- outside/surrounding the building always smells of dog pee and often there are puddles of it that you have to avoid stepping in on your way into the building…
-location isn’t even convenient/ you’re too far away and not in an area where walking to anything is safe or practical.

0 out of 10 would not recommend this place. And sincerely hope this helps you avoid itIt’s not worth it.

Strongly Advised to Avoid Fourth Street East

After spending 2.5 years at Fourth Street East (FSE) and moving out a year ago, I feel compelled to share my experience, especially after a recent frustrating interaction with the FSE management.

Initially, things seemed promising. The management team was accessible and friendly, contributing positively to our community with events like Zoom painting and beer tasting, which were enjoyable especially during the lockdown.

However, the arrival of a new Community Manager marked a turning point. Not all the problems there lie at the feet of the manager, but the Community Manager sets the tone for the building, and the new one was one of avoid at all costs, avoid interactions with the tenants, avoid taking responsible for problems and avoid implement any solutions. A striking example of this was the sudden dismissal of nearly all the staff one morning, leading to a near standstill in maintenance and management for several weeks.

By 2022, the situation worsened, particularly in terms of security. There were repeated thefts from the parcel rooms, a break-in of USPS mailboxes, and vehicle break-ins in the supposedly secure garage became regular occurrences. Parking became chaotic, with non-residents frequently occupying paid spaces. The building’s front doors and secure bike park were often compromised (5-6 break ins into the secure bike store during our stay), further exacerbating security concerns. FSE initially installed security cameras to monitor these areas but would not release the recordings to tenants and did not follow up on most of the incidents.

Pets would regularly soil the lifts and lobby, and the area just in front of the main doors constantly smelt of urine. During 2020, the sidewalk was regularly jet washed (as the other apartment blocks in the area do to this day) but that stopped under the management. One day, a tenant let off a fire extinguisher in the hallway which caused the building to be evacuated, but no follow up. We regularly bump into the person responsible in the elevator.

By the summer of 2022 and coming up to our 2nd renewal, we realized we were paying over the odds for what was sold as luxury apartments. Yes, the actual apartments are nice (walls a bit thin, you could hear the neighbors TV but that’s the same in most new blocks), the location was great, but the service and management were appalling. Surprisingly, the actual move-out process was straightforward. There was an initial issue with the move out statement, a charge for some damage to a stove top but by referring FSE to our moving inventory which had a picture of the damage, a week later, the charge was removed and FSE sent us a check for the balance of our security deposit. No more communication

Fast forward 14 months and out of the blue, we received notification from a debt recovery agency of a charge from FSE which turns out to be for the original moveout statement. I initially tried to contact FSE, but true to form, the person on the front desk said they would call back but nothing. And no response to any emails I have sent them. I am disputing the charge with the agency, I have all the emails, copies of the accounts and moveout statements and even the check FSE sent me for the balance on the account. We will see how this plays out. Obviously if anyone from FE or GrayStar (the owning company) wish to discuss this, you have my contact details, they are same as the one you sent the refund to!

My strong advice is to avoid FSE. The decline in management quality, unresolved security issues, and the overall lack of accountability significantly overshadow the few positives of living here. For those looking in the area, there are better options not that far away
