It’s 11pm and no one is answering the phone it continues to hang up on me

I use't to be homeless, living in NewYork Avenue men's shelter. I was being subjected to various acts constitutional violations, and common torts by residents, the staff, and supervisors at the shelter, to which I complained to Ashley Coard of the community partnership who conducts investigations into complaints by shelter clients or residents. Yet she allowed the staff to conduct their own investigation basically on themselves, and lied to her about my complaints. She then deemed my complaints as having no merit("not true"), and closed my case out, resulting in the staff being able to Retaliate against me for submitting complaints against them, by lying on me, saying that I was stalking two of the female staff at the shelter, which they then used to issue a notice of transfer against me and kicked me out of the shelter so that I wouldn't be able to submit anymore complaints against them. As a result of the above acts and/or omissions, I was forced to sleep on the streets, use my government benefits to stay at hotels to not sleep on the streets, I was assaulted by unknown people, I was in mental and emotional distress, to which I had submitted an appeal of the shelter's staff notice of transfer where the judge ruled in my favor stating that my side of the story was more believable, and that the notice of transfer was not warranted. I again spoke to Ms. Ashley coard, as well as her supervisor Ms. Candyce Coates, to which I had personally provided Ms. Coard copies of my complaints which the shelter staff had intentionally discarded without being aware that I had, copies of my complaints/Grievances produced before giving them to the shelter staff and asked them what ever happened to my copies of complaints I had given to them to conduct investigations into. They both did not have a logical, nor believable reason or excuse to give me as to my disregarded and/or discarded Grievances. Had Ms. Coard, and Ms. Coates done their job, the shelter staff and supervisors would not have been able to Retaliate against me.

Community solutions as opposed to chronic homelessness means urban dislocation gentrification why don't they just say detox.
