I had the pleasure of working with Brian Athey at Congressional Capital on a few real estate development projects, and I can't recommend them highly enough. From start to finish, the process was smooth, professional, and efficient.
What stands out most to me is their responsiveness. Brian is always available to answer questions. The approval process and funding is fast—far quicker than most other private lenders—and the terms are competitive. The construction draw process is also fast and efficient.
They worked with us to find a structure that aligned with our financing goals, and I really appreciated their flexibility and willingness to work around our needs. We’ll be using them again for future projects, and I’d recommend them to anyone in need of quick and reliable financing for their next development project.

My partner and I inquired about a rental unit managed by Congressional Capital LLC, specifically dealing with property manager Chas Anderson. We were on a tight timeline and very serious about moving forward, having submitted a rental application based on his recommendation. Unfortunately, our experience with Chas was highly unprofessional from the outset.
When I followed up via phone, Chas was abrupt and dismissive, making vague promises about getting back to "all applicants" without any clear timeframe. After finally setting a tour time for the following day, he canceled that morning without notice. When I called to reschedule, his response was shockingly unprofessional—he mentioned he “woke up and didn’t feel like going all the way over there,” and further commented that I seemed “obsessed” with the unit, which was far from the truth. It was a basic unit, and we were simply trying to explore our options in a timely manner.
This level of disregard continued. Chas indicated that tours would likely take place the following Monday during lunchtime, so I took time off work to be available. Despite this, he never confirmed the appointment. When I followed up an hour before, he scolded me for calling to confirm, despite his previous indication that the tour would occur. My partner also followed up separately and was similarly reprimanded, even though we had only called once each. His conduct was unprofessional, rude, and frankly, lazy.
Furthermore, Chas demonstrated a concerning lack of knowledge about basic tenant rights and documentation. When I inquired about RAD 3 forms, he had no idea what they were—something I would expect any competent property manager to be well-versed in.

Congressional has funded three of my projects so far and I feel that they are the best lenders that I have dealt with. They give good rates, are flexible and provide advice when needed. I will definitely continue to use them going forward.
