Sam and Kassandra were absolutely amazing. They were very efficient, informative and extremely helpful. I had a really tight window to get a place , and they were able to communicate step by step in terms of the application and qualifications , and moved things along swiftly for me. Super happy with the place and grateful for the wonderful staff!
I’m new to the building, the staff lead by Sam were really helpful walking me through the whole process, along with Casandra and Ronald.
What I appreciate the most is all the activities they have for the residents.

Living in this building has been a nightmare due to constant noise disturbances, unauthorized residents, and unsafe conditions. Management has ignored repeated complaints about excessive noise, unhygienic behavior, and security risks, including non-lease individuals living freely inside the apartment. The noise is so severe at times that my apartment shakes from stomping, and I’m currently sleeping only 5 hours a night as neighbors make noise until nearly 3 AM. Even earplugs don’t help. This issue began shortly before September 2024 and remains ongoing, with management failing to take any action to resolve it. Please do something.
Ronald was a great help with getting me my first apartment. The process was smooth and pretty quick. He was able to explain everything to the point he answered question I had before I was able to ask them. I am pleased with the service and care he took to get me into the apartment.
I’m incredibly grateful for Kassandra’s assistance in finding my packages. She was extremely patient, professional, and thorough throughout the process. Her attention to detail and willingness to go the extra mile to help thank you so much.

Great Team! Everyone in the office are exceptional, always in the best position to help residents in our needs. Understanding our inquiries and solving them very quickly. Very kind, respectful, knowleadgeable, corteous and professional. Jazmin is one of the employees that I have always contacted, and she has been very kind helping us always on our needs. l live here 15nt years and l had no problem with any of the manger and expected with this one at times but l love living here and l want move at all..
It was great to move in. I received a wonderful welcome from everyone, especially Cassandra. She did a great job and so far she and all the people in this place are doing everything and doing a great job.

I've lived here for 5 years and it started off nice! I have a great view of the DC skyline and lots of windows with natural sunlight. Esthetically, it is beautiful. However, over the past 3.5 years, there has been a decline in the overall care of the building. More recently, we have a new property manager, Deyancie. He's our 6th property manager since I've lived here and has only been here for a few months. He has been amazing with getting the building back in order. Deyancie has been very responsive, prompt, and proactive since he has taken over the position of property manager. There is also Ray, our new maintenance man. I have nothing but good things to say about this man! He takes his work very seriously. Ray goes above and beyond! Ray is more than a maintenance worker. He is highly skilled in his craft, and I, for one, appreciate him. He is very dedicated and always makes sure the job is done accurately, even if that means coming in on his days off. He follows up as well, after the job is complete to ensure satisfaction. I hope that these guys remain a part of the JP team because together, they can rebuild our little community to what we all once fell in love with!
In Owyhee Place Apartments, the office staff is exceptionally friendly and professional. Mike, the maintenance technician, is impressively fast and ensures that nothing remains unfixed, making this community an outstanding place to live.
I'm not sure which is better: the location or the extremely helpful and accommodating staff. Ashley was extremely helpful from prior to my move-in day all the way up to the day I moved out. You're a quick walk to several different vibrant areas of the city with bars, coffee shops, grocery, maintenance, and even Michelin star restaurants.

Overall a 4 because what you pay is what you get. It's one of the cheapest studios you'll find in the city with this kind of location. I did hear my neighbors all around and above me at times. Appliances and bathroom were a little outdated. Laundry room was sometimes not accessible (but not often). As with a lot of areas in the city, solicitors would sometimes lurk, especially since the building is right across the street from Meridian Hill Park and there is no 24 hour concierge/security (there are plenty of cameras though). To me personally, these things were not that big of a deal but cons nonetheless.

It’s so hard to get in contact with the leasing office!! I’ve been trying to inquire about a unit here for a little while now via phone and even submitting inquiries through the website.
Pros: The property management company was great, considering. The community manager/property manger was very sweet. Location is PERFECT!

Cons: The building itself was awful. Walls are paper thin... could constantly hear my neighbor singing and my other neighbor’s cat meowing. It feels dirty no matter how much you clean. If you are on a lower floor cockroaches will be an issue. I was losing my mind when I lived here! Cheap rent, but not worth it. Just get an extra roommate and live somewhere else if you can!
I grew up here. I moved in when I was 7years old with my grandma and grandpa. I love here, I stayed at Whitney elementary school since 6th grade. I miss the memories. I loved it here
If you are thinking about moving to Hilltop House DC, just do it.

Location: 10/10. The location is perfect: 10min walk to Target, Marshalls, 5Below in Colombia Heights; 10mins walk to Adams Morgan where there is a ton of food places; 10min walk to U street where the bars are, and you have multiple gym options. Not to mention the 6min Harris and Teeter walk, which is my go to grocery shopping store. There's even a park right across the street which is super nice.

Management: 10/10 Ms. Lacy, and Devan, are absolutely amazing. They are friendly and very on top of how clean the buildings are kept. I always feel heard and the maintenance staff are on freaking point, beyond responsive. The team takes very good care of the residents.

Other: 10/10. Deliveries from USPS, FedEx and UPS are always on time and I have never experienced a missing package. There is an Amazon hub, as well as a garage and laundromat.

I have gone weeks at a time without leaving my building because I have everything I need here. This building is mixed with cement and dry wall so it is SOLID. I rarely hear people while in my apartment.

If you see that Hilltop has an apartment open, just jump on the application so you can get your name into the system first is my advice, don't want you to miss out on a good community. Good luck!
I'm living at the Hiltop House since September 2019. I enjoyed staying here. In other words, it was a great pleasure working with Ms. Fisher and with Lacy too. Lacy is definitely one of the kindest and most helpful people I met in DC. She is definitely a great asset to WC Smith Company. Best, FA

The negative reviews are likely related to petty situations where someone didn’t get their way or something along those lines? I’ve lived here since September. It’s well maintained/managed - staff does a good job. It’s quiet, people are friendly. I actually feel comfortable letting my kids walk home from the bus stop for once. I love living here!
Mrs. Fisher is one of the kindest and most helpful people you were ever meet. She always goes above and beyond to make sure the tenants are taken care of and any issues that do arise never last long. She’s great and what she does and she has a personal relationship with every person in the building. Hilltop has been a great location to live in.
I've lived in Hilltop House for nearly a year and absolutely love it. Perfect location on the corner of Meridian Hill Park, just a few blocks to either Adams Morgan, Columbia Heights, and U Street. Very reasonable rent prices and fantastic management staff. Ms. Fisher is the best!

I lived there for 15 years, finally moved out due to mice infestation! It happened all of a sudden too. I’m not sure where they came from. I reported it and all they did was call the exterminator which was useless. Turnover rate is high with the leasing office and poor management. The children are not surprised and vandalized properties. The landscape use to be well kept and beautiful but, now it’s the worse. I gave it 2 stars b/c the apartment is spacious.

There are a lot of good and kind people. My mom's neighbor is always ready to help and manager Monica is awesome, always helpful and caring. I will give 5 stars!

I have lived in a town house apart of Oak Park Village for almost 2 years now and I have had repetitive negative experiences. The staff who work there are unwilling to help and the facilities are poorly maintained. For example, I was told today that my problem was "too minuscule of a thing to deal with right now" and that I couldn't be helped because I "might be a psycho."

The bad reviews are unfortunate because they are for the previous manager/ management company. Water sewer and garbage are $100 flat fee for a one bedroom.
Any maintenance issues are handle right away. Manager Dee is so kind and helpful. I really do not have any complaints.

Moved here from Florida and I’ve lived in a few sketchy places. Oak park village is by far the worst. The office is impossible to deal with, they have the worst attitudes I’ve ever delt with. there is nooone else you can contact to get around the office either, you can try Tomlinson associates but they won’t answer or get back to you. This property management has robbed me twice. Live here at your own risk
Lived here late 70s and early 80s and loved it. Less than $500 a month. Lived on the 5th floor. Great city living.

Here is the deal. My wife and I really like this place. We were told that a 2 bedroom 2 bath apartment was available for $825 a month. So we decided to apply for it. We paid the application fee, and half of the deposit, so we could hold the apartment once the application was approved. Once approved we were told they didn’t know when we would be able to move in, just that it would be in the middle of November some time because they didn’t know how much updating and cleaning was needed before we moved in. A month went by with no update on when we would be available to move in, until one day we get a call from them telling us we needed to go and sign the lease the next day. Having no idea when we would move in, we hadn’t made any arrangements, like renting a uhaul, packing our stuff, or getting help to move. We asked for 2 weeks to do that, which seems reasonable, but they only gave us 5 days and the last day that they would let us push it back to was the day before thanksgiving. Although this upset us, we let it go because we liked the apartment. So 5 days later we go to sign our lease, we sit down and start reading over the contract to find that they raised the price on us. They told us $825 originally and now we were required to pay $875. They said if we didn’t sign then we would not get our deposit back. This place pulled a bait and switch on my wife and I. They are sketchy and dishonest.

Worst place I've ever lived.

We were told $40 in utilities monthly but no matter what we did, $300 per month every month. I'll say that again: THREE HUNDRED DOLLAR UTILITIES. Window was broken when we moved in, they never fixed it and tried to charge us for it on move out. Toilet was broken for a month, had to flush with a bucket. Cleaned the hell out of the unit when we moved out and didn't get any of the deposit back. They tried to claim we never paid the pet deposit and only backed down when I gave them email receipts and bank statements proving I had. Coin-op laundry except on the manager's floor, where it's inexplicably free. They also love shoving 3 day eviction notices under your door at 10pm on Christmas eve for literally anything they can think of. Manager Julie is rude in that fake customer service politeness sort of way; if you ask her anything, her response is to shout I DON'T HANDLE MONEY while fleeing the scene. After a year, they jacked up our rent from $1800 to $2100 which, in retrospect, I'm pretty sure is actually illegal.

Bonus points: I think I've written this all before but somehow it mysteriously vanished to a blank review. Weird, right? No worries, I don't mind rewriting if it helps someone out.

DO NOT LIVE HERE!!! There are better places.

I lived here from 2011 to 2014 and I loved it. I lived in a studio and a one bedroom. Mrs Fisher the landlady was awesome. Never any problems. Sounds from the other guys post he was dirty. My floor, hallways elevators and my flat were always clean.

Management was very helpful and let me know everything they needed from me before hand. Very well priced. And they worked very hard to make my living experience the best it could be. You could tell they really cared about their tenants and when something broke, maintenance fixed it in a mater of days. I would recommend this apartment complex to anyone looking for their first apartment, Oak Park Village set the bar pretty high!

Are you tired of convenient parking? Do you long to pay up to $300 a month for water, sewage, and garbage? Do you thrive off the thrill of rent hikes and management losing your payments after they have cashed your checks, then threaten to evict you? Does the soothing melody of late night traffic, harmony of drunk people screaming, and car horns lull you to sleep? Do you just love to wake up to the sultry smell of raw fish (right next to pike place!)? I hope you like the super bowl because you will not sleep at all that whole weekend! There will be revelers up all night, parades through the streets and maybe even a marching band or two!

Maintenance comes when it pleases and is rarely particularly useful. Building maintenance often takes months to complete (or even just clean up!). The garbage chute is often blocked, so I hope you don't mind a long walk to the garbage on the bottom floor.
It's an older building and right by the bay, so expect mold (it's under the paint of course).
It's worth mentioning that there are no drawers in the kitchen.
Despite all these things, the worst part is the management. Read the contract carefully. She can use your rent money toward whatever she pleases, which means it might not be rent she uses it for, but that ridiculous w/s/g bill, so she can hit you with a late fee and a 3 day pay or vacate notice you won't know about until Friday night after the office is closed.

TL;DR: don't rent here.

Lived there for 3 years from 2010 to 2013. Both myself and other tenants got bed bugs (though the building was swift to pay for getting the place de-bugged which proved effective in 3 weeks and only cost me a lovely few hundred in dry cleaning / laundry and plenty of stress). I had some pretty sizeable cockroaches come out of interesting places in the apartment. And a mouse friend that would poke his head out and say hello sometimes. You're in a great area and if they refurnish the apartments they're not too bad but you're definitely taking a risk.
